Question about "fully feathered" ...with pic!

My girls have all their feathers in except for their head/neck. No more fluff anywhere on back or chests. They are only 3 weeks old. I have kept them a bit cooler than the norm. Is this fully feathered or does head/neck have to be too to be considered

Fully feathered is when all parts of the body that should be feathered are; head and neck too, unless a naked neck/head variety.

Ok thanks. I thought fully feathered meant head and neck as well but I just read something completely conflicting. So i thought id ask
