I hate it. I keep quiet because the rolling ball of anxiety that is my brain won't let me, but it makes my stomach drop when I watch it happen with other dogs. My own dog doesn't go for walks where people are since I know it wouldn't end well.

I will say I've been guilty of absent mindedly lowering an open fist for a few sniffs before I realize I'm interacting, but I always ask before I reach towards a dog. There are some dogs though that I just tense up and freeze until they're gone though too
 
I feel weirdly anxious and uncomfortable, I know my dogs will be perfectly friendly but I also feel like they're an extension of myself and so grabbing at my dog without permission is a violation.
 
I will say if someone with a dog approaches me and enters my personal bubble I let their dog smell my hand, they chose to approach me in that scenario so how I receive their presence is not really optional, if I did the same to someone else I would not be offended in the least if they offered their hand for smelling. And if a dog randomly runs up to me enthusiastically I will show myself friendly, but otherwise I leave the doggos alone.
 
That only happened ONCE!

We were having walk, he stopped to collect messages that left on trees from other dogs, a passer by patted on his head & smiled, my little dog turned around barked his head off at this stranger. I apologise and told that person that my dog does not like stranger, he looks cute, but he is very particular!

Internally: I was glad my little dog did not have a nibble at this stranger's hand or it will be termination of life for my little dog by the authority. It is expensive to fight this.

My tiny dog is a Miniature Fox Terrier, he weighed less than 5kg and he is not people friendly, he does not approach people, but he looks so cute and small so...

I would be offended if a person did NOT ask to pet my dog.

When I meet a person, especially at front door, if I don't want my dog to be friendly with them, I hold the collar. If they are a person I want my dog to be friendly with (a friend, babysitter, family member) I do not hold and I introduce the person to my dog. Gives a message to the dog and the people.
