Question on newly hatched chick

I hatched a some Icelandic chicks, they had some stuff dry to their fluff and skin is exposed to to heatlamp. I'm afraid of burning the skin from the light. Is there something I can do? I tried once already to moisten the inner shell. Is there something I can put on the chick to moisten it more?
 
Hello, I'm not too experienced with baby chicks. So is part of the shell stuck to it after it has hatched, or is it still trying to hatch. Would warm water moisten it up enough too get it off. I'm sorry
