Question- When do spurs come in?

When do spurs usually start to show? And how can you tell there sex by there tail feathers?

Spurs will be just little nubs at six months and maybe an inch at a year old.

The combs were darker, they had wattle development, the roos were slower to feather, esp. on their wing bows, and the tail feathers came to a definite point. All of that added up to roos. I was able to correctly identify my roos using that method @ 5 weeks old and promptly found homes for the extra roos.
 
You know, my rooster doesn't have spurs, and he is a year old! He is a White Rock, and here is a pic-just nubs where the spurs should be:
