One of our bantams seems to being bullied by our ISA Browns. Her comb has had a few bloody spots on it and we have seen them being mean and have tried to stop it when we can. Is this normal.
 
As far as I can tell, yes. Chickens sadly tend to bully each other due to the pecking order. Though, you may want to check on the bantam because sometimes chickens bully other chickens because they're sick. It's a kind of instinct.

Need to know more about the flock, age(in weeks or months) and number of birds, size of coop and run(in feet by feet-dimensions and pics would help), what all and how exactly are you feeding.

We have 7 birds 3 of them will be a year old in July and the other 4 will be a year in October. One of the one that will be 1 in July is being bullied by ne if the younger ones. We have a 4 by 8 ft coop with a 10 by 10 ft run. We have the feed and water in the rub where they can get it through out the day.

Have you had these birds since they were chicks?
Are they all females?

Just above minimums for space.
Are there places for the bullied bird to get away from the bully?
