I have 6 RIRs 5 Hens 1 Roo. They are only 3 months old so another 2 months befor they start laying. But my Roo is already mounting some of the hens. Is this normal?

Yes, chickens are randy creatures & early maturing roosters like RIRs have their hormones raging from a few weeks old.
