Raised leg scales and growths, what?

Birds that have feathered feet (like d'Uccles) will frequently have scales that look a bit raised but this is quite natural and not an indication of scaly leg mites.
 
Thank you all for your comments. One more question. It is winter here, should it be safe treating them now or could it be too cold?

As others have already said, it sounds like scaly leg mites.
The most effective treatment i have ever used for this was spraying their feet/shanks with WD40.

ETA: Yes, it's safe to treat them now.
