ramp cleats spacing ?

i’m building a wider ramp ( 12 inch instead of 7 inch) it’s 4 feet 6 inches long , and the cleats are 1.5 inches wide,
the angle is about 30 degrees
.
I read to space the cleats 4 inches apart?
Does that mean measure by 4 inches on Center,
Or should the space in between each cleat be an actual 4 inches. ?

they are pieces of a 1x2
which is really 3/4 x 1.5

Yeah....4-6".
