I just googled it, couldn't find a lot of information, but I think it said it has to do with braces and a gap in your front teeth

My mom got a tooth pulled a couple days ago and had to get stitches in her mouth too.

Before I got braces I had a huge gap in between my two top front teeth. The muscle was what made that gap. If I had gotten my braces off and the muscle was still in that position it could have pulled my teeth apart again if I hadn't worn my retainer right. But my brace removal has been delayed again by three weeks

Being tongue tied is fairly rare...both my daughter and I are also tongue tied although neither of us ever got the extra frenulum snipped.
 
The frenulum is a piece of connective tissue to holds the bottom of the tongue in the mouth. If you raise your tongue and look in the mirror, you will see it.

Some folks have an extra frenulum that connects the tip of their tongue to the area just below their two front bottom teeth. It can interfere with speech development and can also cause your gums to pull away from your teeth.

The extra frenulum is not necessary and many people just get it snipped when they are babies. I never had issues with mine and neither did my daughter, hence we are still "tongue tied".
