Believe me, the judge will get sick of hearing people complain about a poorly marked zone being heavily patrolled, but only if people speak up. It is a pain, but you can make the system work for you.

I don't know anything about the quotas- but a small town here with a reputation as a speed trap has raised their next year expectation from income from 78,000 to 114,000. This was announced after their town meeting and was recorded in the local newspaper. Speeding tickets account for 85% percent of their income for that town. Don't know if that qualifies for as a "quota" or not but some places do push their officers to issue a lot more citations.

Ps - I said income , I think they call it revenue .
