ANimal control or the humane society (which in this state are the same entity), could do nothing more than tell the person WHO wants to report it, that perhaps THEY should contact
the seller.
Unfortunately the fact they aren't walking skeletons, or dead.. that would be the only way they would be taken away...
Being ignorant is not a crime... even if it may NOT be true...

yes, we have the RSPCA over here - Horse Rescue was a separate charity so they were able to either remove or buy or negotiate to save them - the RSPCA rules are pretty meagre, small blades of grass and maybe some green water and thats ok - I wish people would have more respect for animals and how they live...but thats a rant for another day - and yes, we worked with Horse Rescue for many years! My sister and I ended up with 5 horses between us - two each and one shared! Kept them all till the end of their days...fed, rugged and happy!
