Recently hatched bantam chick

the first picture is a normal healthy baby chick but the second picture, i don’t know what I’m dealing with like the legs don’t look spraddle or is it so i gotta ask, what i’m dealing with and how to treat it also the baby chick is about a day old.

I've had chicks do this. They're usually fine, but require a more grippy floor, like paper towels, or puppy pads to gain leg strength.

I have them under pine shavings is that okay or does it have to be a flat surface

Flat maybe better for this chick. You can switch back to shavings after the chick has leg strength.
