Recurring illness on sebrite

So I have a 10 month old sebrite that seems to be getting sick again. Already quarintined him and started the tylan and antibiotics in the water. I'm really curious on what to troubleshoot for the illness, same symptoms as before with sneezing and a weird cough like he's trying to crow. I have noticed that whenever the Santa Ana winds blow here in So-Cal somebody in my flock gets some kind of sniffles.
