Red bottom

My poor Olive has had a red bottom for months. At first I thought she was starting to molt but it has gotten worse. She also has a growth that looks something like a tag that humans get. I need help!

That 'tag' in front of her tail is the oil gland.
The red skin, have had that come and go on my birds over the years.
Never figured out what caused it.
