Red bumps on my rooser's legs?

I noticed something was off with my rooster, noticeably the red marks on his legs and dry-looking scales. I suspected scaly leg mites, so I treated him with a salve. That seemed to improve his scales, but the redness was still there. So, I gave him an Epsom salt bath in the kitchen sink, and when I went to go inspect his feet, these painful-looking red bumps were at the very top section of his legs, right where his feathers start. I'm not sure what this is, but my dad thinks it might be a symptom of the leg mites. Anyone know what this is and how to treat it?

Update: So I know what's wrong with him now... got to take a better look at his vent today and I can see the mite colonies built up around his feathers. Any ideas on treatment?

I don't know what that is, though I think it's just feather bumps. Most roosters will have red between their toes, and flushing up the legs as a sign of health. I see no raised scales which would indicate scaly leg mites.

Whenever I moved his legs or tried to strech them out, it seemed like it hurt him. He even made a little noise when I lightly touched it. His legs were worse before i started using the salve, but the scales look pretty normal now. I just let him soak for a little longer, then
I put some triple antibiotic on it and let him back into the coop.
Edit: the salve I used was VetRx poultry aid
