Red featherless butt?

We gave our chickens a bath today to help get the build up off them and noticed one has feathers like broken off, just little stubs remain, and others that have been just pulled out leaving a bald spot. Her butt is RED, not pink, red, i don't know what kind of chicken she is, but I assume it isn't normal either way. What I should I do to help her? Is she sick? or could it just be lice or something? We got the chickens from someone who didn't care about them and lets just say, the poor chickens...
 
i have a Americana that is having the same issuer's.i have soaked her in warm Epsom salt bath.and dusted her,she dust bathes every evening.her but is still bald.her poo seems to aways get stuck in her but feathers.(she has very few short stubby pin feathers).i noticed a month ago she had started growing feathers on her but.and within a few days, her but was bald again.she may be pulling them out when she preens.she has been this way for six months or more.
 
Somewhere on this group is a post about skin mites/lice and how they can make a red scaly mess on their skin. I had a barred rock with this on her tummy and didn't realize what it was and treated it incorrectly. For starters, use a heavy application of vaseline to suffocate them and soothe the skin until you find the post. I use a cattle drench for my girls' skin bugs. A few drops on the back of the neck about every few months, and they are clean as a whistle - now. Eprinex is the one I am using.
