Red legs and near bottom

I recently noticed my rooster getting red legs, and now I noticed he's missing some feathers near his bottom and it's really red.



By the way, he's just turning 2 years old, and he's an Old English Game Bantam.

In my experience this has been nothing more than an expression of a high testosterone level. From that picture it does not appear that there is a health issue.
