My 11 5month old golden comets/red sex links are very verbal! But I don't think it would cause any problems with your neighbors. Mine are mostly verbal when I am outside with them. I was told if you have a very light colored or mostly white one it is a rooster. All my hens are red trimmed with very little white. Now my 5 week old chicks there is one that is mostly white. I believe it might be a roo! Time will tell!
