I refrigerate all my eggs currently and that includes the ones I'm going to set for hatching. Hasn't impacted my hatch rates so far. 96% and 83% the last 2 hatches.
Washing eggs is debateable but if you are going to wash eggs you should always do it with hot water not cold. Cold water causes the contents of the egg to contract and pull anything on the surface into the egg. That contraction is why you rinse hard boiled eggs in cold water before peeling. Hot water will help keep bacteria out. Their are regulations on the temp the water must be to rinse eggs for sale.
