I would continue to let them mingle under supervision, separating only if it gets bad enough to draw blood. Some pecking and chasing should be expected as well as some squaring off and out right fighting. I would get concerned if there's cornering and pecking, or one is down submitting and the pecking continues too long. There's also a product called pinless peepers that could be used temporarily to stop aggression.
I think with enough interactions it will work. The harder part is to get them to switch coops. I might put the new ones in there for a week by themselves than add the others back in. If you keep trying different scenarios you should eventually find one that works for you.
