Repeatedly Pecked Rooster Problem!!

I have a Beautiful Delaware Rooster named Smoke, who is being repeatedly pecked in the head by my other Rooster, Tommy. I want to know, if I get a separate pen for Smoke, and keep him separate, will he get better, or will he be a mentally slow rooster from all that head pecking? I really want to save him. Tommy killed my other roo, Bob, by doing the same thing!! Bob also had Marek's though, so he was sort of on a short lifespan. I really want to save Smoke.. Any suggestions on what I should do?

I would separate him and let him heal and then put him in his own flock with some girls. Otherwise he will keep getting pecked and will be killed.

Do separate, if it's bleeding (dripping) put some starch or Kwik Stop on the comb.
