It's an immature snow goose and should be transferred to a wildlife rehabilitation center ASAP.

I kind of doubt it was dropped off. Probably it is exhausted from flying south, and may have lost contact with its flock. Snow geese are a wild species, not a breed, and if this bird does not fly off on its own it really does need to go to a wildlife rehabilitation center. In most if not all states it is illegal to keep wild species of birds.
