Rhode Island Red Gender, hoping for the BEST

as of now I do not see any pointy feathers coming in, I have more pics I will post here shortly

I see saddle feathers
 
The feathers near its tail make it seem to be a rooster. My Blue Andalusian "pullet" had the same sort of feathering at around 3 months, and she's now a he.

Pretty bummed out, Ruby has quite the personality and I do not want to get rid of him. But with laws in our county roosters are not allowed. So hoping we can find him a good safe home outside of county lines, that is if she is a he!! Still hoping she grows out of it lol. here are a couple of more pictures to look at
