I'm not seeing any signs of hackle or saddle feathers in this picture, so it's quite possible that she's coming into lay, is all. Hens can have large combs like that, especially very dominant ones.
Do you see any long, pointy, shiny, skinny feathers in her neck or above her tail? At this age, if she was a cockerel, I would expect them to be present.
A closer up picture taken in profile would be helpful.
The neck feathers are rather long, and have a green tinge, but not above the tail at all. It is a rather dominant bird - very bold coming right up to us in the yard, and it bosses around its age-mates, but not the older chickens.
But I don't tell the other chickens that.
) She doesn't have the green that's around the neck of yours, so that green might actually be something to worry about.
There's a video on YT that shows the No-Crow Collar in use; it doesn't look like it hurts the rooster, but it definitely quiets him down. He sounds a bit strangled, but looks alright.
