Rhode Island Red: Hen or roo?

I'm not seeing any signs of hackle or saddle feathers in this picture, so it's quite possible that she's coming into lay, is all. Hens can have large combs like that, especially very dominant ones.

Do you see any long, pointy, shiny, skinny feathers in her neck or above her tail? At this age, if she was a cockerel, I would expect them to be present.

A closer up picture taken in profile would be helpful.

The neck feathers are rather long, and have a green tinge, but not above the tail at all. It is a rather dominant bird - very bold coming right up to us in the yard, and it bosses around its age-mates, but not the older chickens.

One of my RIR pullets is very, very dark and has iridescent/greenish feathering all throughout her body. I wouldn't worry too much about the green tinge. All of my girls are horrified of me and any other human, for some reason.
 
I've heard of that collar! I'd love a rooster, maybe he would beat up the squirrels that steal the food, lol. And it would be fun to hatch out some chicks! But I'm not sure the collar would be enough to not annoy my neighbors.

This is one of my RIR pullets. (My favorite.. :p But I don't tell the other chickens that. :lau) She doesn't have the green that's around the neck of yours, so that green might actually be something to worry about. :( There's a video on YT that shows the No-Crow Collar in use; it doesn't look like it hurts the rooster, but it definitely quiets him down. He sounds a bit strangled, but looks alright.

This is another picture of one of my cockerel's. He kind of has the green around his neck that yours does, but his feathers are much smaller? Not sure how to word it, but they definitely do look like a pullet or hen's feathers. lol He looks a lot darker in this picture, but he's a bit lighter in person. I'd take another, but it's 9 PM and he's asleep on his roost so I don't want to use flash on him.

I'm pretty sure it's A roo long neck feathers and the tail feathers look like they are starting to curl down. I'm not A pro but that's what I am noticing. Does he/she walk more straight up than the others. I don't see A saddle though
