You dont need a federal permit, but IF your state requires you to have a permit, then you only need a sate permit. If not, then you dont need anything.

and do you know if they color their first year?

I THINK they they are smaller than mandarins, but not 100% sure on that. They do color out their first year. The cool thinks about the males are they keep their color year round, unlike the mandarins.

They are ground nesters(in most cases). Mandarins use wood duck boxes.(in most cases.)

like pheasants? or like egyptain geese (in like 55 gallon drums)

ground box I think, basically anything on the ground they feel comfortable enough to lay in. maybe someone with them can give you a definite answer.
