can a ringneck dove raise a baby mourning dove ?

I don't see why not. A turkey can raise chickens and chickens can raise ducks.

Yes. I've had mine, in past, raise mourning doves n rock doves (feral/stray "pigeons"), as well as blue jays, starlings sparrows, black birds, courtnix quail,bantams and standard chooks, and others I'm forgetting names of. Basically ringnecks will set and try to feed anything.

there were no problems with it raising other species of birds not related to doves? including the different feeding style ?

Oddlyno, but the quail freak n pop all over the place n the foster parents chase them stuffing the chicks under n just regurge food for chicks to eat. There was something I can't remember about the jays, maybe was just feeding them basic small brown kibble as nutritionally closer than seed n gets them ready to eat nuts etc.red wing black birds was supplementing with feeder insects.
