RIR - 13 wk pullet?

We have 3 RIRs that are 13 weeks now and I was sure they were pullets, but noticed some pointy feathers in the one today. I'm still thinking it is a pullet, but wanted some confirmation here!

It's 87 deg today. Our hottest day and the chickens all think it's excessive, hence the open beak. They have a fully shaded run and fresh water, I had just let them out into the yard, they are not impressed with summer yet! I just didn't want anyone to panic over the panting 😊

It's a pullet. You would see red comb, larger wattles, and curving sickle feathers beginning to shoot out of the tail if it was a cockerel. Also, a cockerel would have a more upright posture, an imaginary vertical line going down the neck, lined up with the legs.
 
At 13 weeks I'd expect bigger comb/wattles for a male but the hackles sure look wispy. But the whole chicken looks kind of thread bare.
All three of the RIRs have almost greasy looking feathers, they do look a bit rough, the feathers are staying narrow. They are in with 11 others the same age, BRs, EEs, and BAs and none of the others look like that. The rest have nice full feathers and are completely normal looking. They are all from the same hatchery too, bought on the same day from the same store and have grown up on the same Purina chick starter, in the same coop.

I agree the wattles and comb don't look male but those narrow hackle and saddle feathers made me do a double take.
