RIR need input Hen or Roo

Hi everyone! We have a 9 week old Rhode Island Red we are trying to confirm sex of. Our gut says Roo but since this would mean we need to rehome him/her to a friend’s farm we need to be sure (our town doesn’t permit roosters). We thought we were sure until we read the females can have combs like this

I would guess hen because the pic i attached is a 7 week old RIR I think is a rooster. Comb and wattle are much darker in color than yours but I'm not an expert by any means.
