RIR pullet 3 1/2 weeks old still has pasty butt, worried!

My favorite little chick is Rhodie who has had pasty butt since I first brought her home. I have 7 chicks of various breeds in the flock, they all appear healthy except for my Dark Rhode Island Red's pasty butt problem. I have changed feed from medicated Purina to NatureSmart Organic (both "chick starter") with no change in the problem. She moves around the brooder comfortably, no apparent warmth/coolness problem. I keep the brooder clean, change the water & clean the bottle daily, same with the feeder. Is this just a normal situation she'll outgrow or is it an indicator of something else? Am I just "mother henning" her too much? :) Help?
Oh, also, her vent isn't clogged and I removed the pasty stuff under warm water. Her little behind is a bit bare of feathers from all of this!

Try putting some apple cider vinegar in their water. About 1/2 teaspoon per quart. Get the raw, unpasteurized kind such as Bragg's, it works wonders for clearing up pasty butt. I would start there and see if you get any improvement.

X2 - except that I would use 1 teaspoon per quart or 1 Tablespoon per gallon. All my batches of chicks that I've used this with either had their pasty butt cleared up or never had it.
