This is Cinder. I'd like to know if it's a he or a she. Right now I'm saying he but I tried to choose names that could go either way.
I'm the weirdo who wants a Roo but either way he's the apple of my eye.

In my experience, RIR cocks are slow-feathering.
They have short stubby looking wing feathers (compared to pullets) at 2 weeks, and mine had almost NO tailfeathers at 3-4 weeks of age while the pullet's tails were 2" long!!

Your little chick is too young to tell yet, but in my experience the RIR breed is pretty easy to sex fairly early on.
 
I'm guessing this chick is about three weeks old, which is way too young to tell. I start pulling obvious cockerels from my batches at six weeks and have them all pretty much cleaned out by eight weeks.
 
It is a little young, but I would say it was a young rooster..
