I think that first one is a pullet. My roo is a little over 4 weeks and his comb and wattles are huge.

Both are roosters. Both have Developed combs. Just because one's comb is larger doesn't mean the smaller one is a "girl". At 4 weeks, a pullet shouldn't have any comb development at all.

I had several pullets develop cute little combs at 3 weeks... including a cuckoo maran, RIR and australorp. So it DOES happen.

yes, small developments do happen, but not one of this size.
