I have one RIR roo and one hen. The rest are Light Brahmas.

The RIR roo is the oldest of the flock and recently dethroned as top roo.

He crows downward, like towards the ground... always has... is that normal?

He’s crow also sounds like a cat being attacked. He’s voice cracks.
 
No, that's not "normal" if you mean "do most roosters do this?"... do you have any pictures( or even better, video?) to rule out something neurological? Has he been fighting? You said he always has done this - how long have you had him? Aside from the crowing, are there any other "off" symptoms? Is he eating? Mating? Sorry for all the questions, but they'll help rule out some things. :)
 
Also, rooster crows vary in as many ways as human voices. We have one that sounds like a dog howl. That said, have you felt his crop? Any issues with swallowing?

He’s normal in all other aspects except when he crows his head goes down towards the ground... it’s so weird. He can eat and mate. He was top roo until he was overthrown yesterday by a Brahma who realized he is bigger.

ETA the video was to large. It’s only 22 seconds. He pretty much makes an upside down U with his head and neck when he crows. I’ve tried googling it but couldn’t find anything.

We’ve had him since he was a chick. No fighting, until yesterday’s uprising of the new king roo. No one has ever challenged him. Both the RIR have always been on top as a roo hen duo.

I think the only way to get video uploaded is to put it on YouTube or Vimeo first, then add the link.
But, if everything else seems normal, I wouldn't worry about it too much - as long as he's walking around with his head down and seems to have full range of motion. Just watch him. Sometimes pecking order issues can mess with their health a bit.

He can do everything fine. Walks with his head up chest puffed out if he hears another roo. Looks after the flock including the duck. He just crows downward, even crows into the bricks of the house or the backdoor, like his beak comes down and touches the bricks or the backdoor. Very odd and I’ve never seen anything like it.
 
All Birds are different in behaviours..I guess that's how he crows and could be the reason for the sound of his crow...If he has done it that way all his life?...I would not worry...

He’s done it since the first time he crowed. I’d just never seen anything like it and thought there must be another roo who does this. But I couldn’t find any. Pidgey is just special I guess.
 
I had a Polish Rooster/ Cockerel that fell over everytime he Crowed and sound more like a scream than a crow...I guess he was special too...He attacked me so not here anymore...Lol

Omg that’s to funny! His crow was to much so he fell.

My RIR roo and the neighbors roo have crow offs. Pidgey never wins because he sounds awful. Once a Brahma roo crowed and Pidgey put an end to that. Since being dethroned Pidgey crows much less. I hope the Brahma starts to crow again. It was a really deep crow.
