RIR rooster?

We are getting ready to rehome what we believe is a RIR rooster, because we also have a black maran rooster that we like better, and possibly one other. But before I go through with it, I want to be as sure as I can be. Opinions?

It is a cockerel as is the EE in the foreground of the first picture. There are possibly four cockerels in the second picture.

They are almost 14 weeks.
I know the black one is a rooster, as both he and the RIR one have crowing contests. One of those in the 4-cockerel photo is already rehomed. But I’d love to know what you are seeing in the 2nd picture that alerts you to the EE in foreground being a roo? I tend to agree, but he is small, has not crowed yet, and has been slow to get a red comb.

Red shoulder patches and developing 3 ridge comb on the EE make me think it is a cockerel.
