hes a nice looking birdThis happens with most breeds. There is no police running around handing out tickets. There is no registry, like in dogs AKC, to document pedigree. Birds are bred "true to type" or "show true to type" when they are judged to appear up to the Standards written for the breed by the APA or similar poultry organization.
90% of hatchery stock would likely be disqualified if entered to be judged at an APA sanctioned event. Here's a picture of a true to type RIR.
