I bought new chicks today and I keep them in my garage in a brooder. It is 90 degrees outside do they still need a heat lamp? I turned one on and they got away from it and was panting. What should I do?

Yeah you have to judge it by how they act. If they are moving from it and panting I would shut it off. If it gets cooler later at night and they aren't acting too hot anymore you could always plug it back in.
 
You could also raise the heat lamp. That way the heat will not be as intense but there will still be some heat.
