Rocks in water feeder...?

ive seen pictures of peoples waterers any some of them have little rocks or marbles in them....can you explain this?
 
i think its so they find the water and mostly to keep them from drowning. holds them up from the water but they can still drink.

I have large glass marbles that I use to put in the waterers to keep day-old chicks from drowning.

I put some rocks in my feeder, because it was advised to avoid drowning. See pic. The birds seem to just drink around the rocks and yet they can't really get their whole face in a 'deep area' I also used zip ties to hold the waterer upright so it can't fall over and fill the bottom of the brooder with water (and I drilled holes in the bottom, incase my zip ties don't work...a little over board? just don't want them to drown!)
