Roo maturing before pullets?

I was just wondering if roos will mature before pullets of the same age? We have an EE roo that is 18 weeks and several pullets the same age. The pullets aren't laying yet and only a few of them are getting the bright red comb. But the roo is getting agressive toward them and chasing them around, especially one in particular[ an EE also]. We have been considering putting him in the stew pot.
 
I have a flock of 20 week olds. The roos were trying to mate for maybe two or three weeks before the pullets were ready. Things have quieted down now that the hens are willing. (Eggs started a week ago.)

My roos were trying to mate the hens long before the hens were ready for it. The boys had no idea what they were doing at first and it irritated the tar outta the girls, but finally everybody got on the same page.
 
Thanks. I have seen chickens mate before. They aren't very romantic about it.

However this particular roo seems ummmmm... overly eager/ agressive. He has always seemed to be more flighty and such from the beginning, that's why his name is Trouble.
