Roo or Hen? I get mixed responses and it's yet to crow...

Had a broody hen hatch 3 chicks back at end of June, been pleased with the two stunning black pullets- I wasn't expecting pure breeds out of the eggs I found to put under the hen.. this brown has thrown me for a loop- hatched looked like a welsummer but now I don't know... But it's gender that more puzzling....

I am leaning toward cockerel as well.
I processed 10 young roos at 4 mo old and some were crowing good a couple were not crowing. I figured they were just more subordinate. their testes were much smaller than the other more dominant ones. I have 3- 14 weeks old now, one has been trying to crow since 5 wks old. one is just starting to crow a little and one is not crowing at all yet. He seems to be last on his totem pole. I am not sure if it is a subordinate thing or not, but seems to be somewhat with mine. The 1st ones to crow in each group have been more dominant and trying to breed before any of the others so far.
 
I'm going against the grain and I'm feeling it's a pullet. At four months old, you'd think it'd look clearly like a cockerel if it was one and I don't see the long feathers by the backend, plus it has a small comb. It just looks feminine to me. A clearer picture will help.
