Roo or hen?

I hatched 9 chickens at the end of June. About a month ago the white one started to crow and was very obvious he is a roo. On the other hand a black one that hatched at the same time is making me confused. It has not crowed and it's waddled are smaller. Is this a room or a hen?

I have pullets that hatched in February and March that have significantly smaller combs than that still, I vote roo as well.
