How long have you had this bird? Could be a female if its a fully grown EE (body shape makes me think a Prairie), but the rust color is very uncommon in hens. Otherwise its a slow developing cock.

That’s what I thought.. we had to re-home this charming fellow a few years back because of a rule in our neighborhood. His name is Ruffles (his feathers always looked ruffled when he was younger) and at first we didn’t think he was a cockerel, later to find out he was one. I was curious to see what everyone else thought, for I’m not to good with sexing chickens.
