Roo or hen?

I bought some chickens identified as California Whites.
They are all the same age. One is definitely a roo.

Two are hens.

But what is this one? Not as big a comb as the roo, but much bigger than the hens? If it is a roo, why is it developmentally so far behind the other that is the same age?

I'm not sure, but I know someone's going to ask you for a picture of the side down to the tail.

Yes, I would like to see a pic of the entire chicken to see saddle feather and tail feather growth.
However, I believe it might be a second roo. It's not uncommon for a second roo in the flock to develop behind the alpha roo.
