Roo? Pullet? 7 weeks Please Help!

Here is a pic of my 2 Golden Campines taken last year when they were about 16 wks. You can see how different they look - but both are girls. The one on the left with the larger comb, lays beautiful white eggs and her comb is even larger now. Nothing from the one on the right who still has a relatively small comb.

Thanx you might be right because im pretty sure that my smallest one is also younger by a couple of weeks and I got them by accident because the grange I went to got their order messed up (I was supposed to get partridge's) so this could be the reason that one has a bigger comb, plus i saw a roo at 6 weeks from another post and he had huge waddles/comb and both of mine have pretty small combs for their age & no waddles so im gonna keep my mind open to your idea and other peoples ideas
