Vitamin B deficiencies can cause neurological issues that are similar to what you are describing. Try 3cc's of Rooster Booster via a syringe daily. Also add vitamin and electrolyte solutions to water.
 
That's reassuring news. Here's hoping he pulls through this soon so he can do all the fun rooster stuff!

UPDATE:
there is some improvement in little julius' legs but he is not back to normal yet.
does anyone know if this could be related to mereks? i've been freaking myself out with scary research and this was one of the things i fixated on.
ideas?

HAPPY UPDATE:

This morning julius was putting weight on both of his feet and he was holding his legs in a practically normal position!
whew! looks like he's gonna make it. i was really getting nervous for awhile there.

If it was Merek's the bird would not get better.

As mentioned above, having vitamin B12 available for injection is never a bad thing. You can't really overdose an animal on it, and it can do amazing things for them. I'd suggest probably 1 CC to a chicken though, rather than 3 CC, since the dosing on our baby goats is 1 CC which are probably 30 lbs.

Also, Albon is a good thing to have around. We do not use it on animals destined for meat, as it's considered an antibiotic so we can't label "no antibiotics or medicated feeds". But, for the random roosters we have running around for breeding only, I wouldn't hesitate to use it. Coccidiossis is very bad where I live, and I've lost more animals to it than all other things combined.
 
thanks greyfields for the reassurance. i was flipping out a bit over the mereks's issue.

the vet did give julius a vitamin shot that included the B12 and i think you are right - it helps!

i'm so pleased that he's getting better. this morning he looks practically normal.

the next biggest hurdle i face will be finding a home willing to keep them together.
