Roo?

Just for future reference with the feathers. Roosters have long pointed feathers on their necks whilst females are short and round. The roosters also have long and wispy saddle feathers while again, females have short round feathers on their backs. This applies to most breeds. He's still a but young so his feathers aren't as prominent as they will be when he's older.

Agreed the bird pictured is a male. That much comb at 15 weeks is a good indicator. If you do decide to post more photos, please do so in natural light. This bird is in shadow making it tricky to look at indicators such as hackle and saddle feathers.
Here is a photo of my black copper Marans pullet when she was about 5 months of age for comparison.🙂
