Do you have another rooster in your flock? If so, it could be a cockerel that's submissive to the dominant rooster.

I'm guessing he/she is a mix? Maybe Olive Egger with some Crested Cream Legbar thrown in?

Yup I have several Roosters, a few older than this one. My main roo that it hatched from is a Copper maran/cream legbar mix
