Oh.... then it's possible it's a pullet close to Point of Lay. The color pattern says cockerel but the feather shape says pullet.

It grew a lot slower than it's hatch mates

At 6 months I think it’s a pullet with very splotchy leakage that happens to be similar to a male pattern. No saddle or hackle which should be in by now. While not common it’s also not unheard of for an Egger type pullet to have leakage on the shoulder area that looks suspicious.

Do you have another rooster in your flock? If so, it could be a cockerel that's submissive to the dominant rooster.

I'm guessing he/she is a mix? Maybe Olive Egger with some Crested Cream Legbar thrown in?
