Rooster’s head has turned purple from cold

Ok, interesting! I’ll be looking into that. He does usually seem to have slightly darker coloration than my other birds but never this bad, but this could make sense. I’ve checked my birds and the coop and I haven’t found any mites.

How is you rooster today? Do you see any improvement when keeping him in warmer conditions?

I'm the (of late) "Feed Person", not an expert on poultry disease and injury. That said, I am in complete agreement with the other posters suggesting your bird has a circulatory problem - that picture is very consistent with some of the photos I've seen of chickens with heart problems associated with poor diet.

So while I'm not going to offer a diagnosis, the symptom seems to be pretty clearly identified, whatever the cause. Definitely NOT frostbite.
