Rooster attacked my toddler

DIspatch it. Why would you want to pass this problem on to someone else unless you knew they planned to eat it? I'm sorry your child was hurt.
My 16 week old rooster pull it just attacked my toddler in the face. Thank God it missed his eye. My son was sitting there, and the rooster just jumped at him. Should I rehome or just cull?

This is my first experience with a rooster. I wouldn’t even know how to rehome.

i would try and rehome him to someone who doesnt have kids.
 
Culling the roo is IMO the right solution.

A related but separate issue: If you or your kids are going to be around your hens where they could possibly reach your eyes ever, wear plastic wrap around safety glasses. Chickens have this instinctual need to peck peoples eyes - they can't help it. Even sweet hens may suddenly decide to peck. Not because they're being aggressive like your roo, but because chickens just randomly MUST PECK EYES!!! Protect yourself just in case - they'll be fine for years, and then will peck. Best to be safe.
