Rooster behavior question

You know they way roosters fluffs up his neck feathers before they fight? I noticed that sometimes before my roosters try to mate with the hens they raise their head high and fluff their neck feathers out.They don't look or act agressive when they do this.
Anyone know if this is this mating behavior,or dominant bird behavior?

I thought it had to do with breeding or the pecking order.Didn't know it was both.My roosters don't always do this,but mostly to hens recently added.
